Two things... does your campus have a pagan group?

Not exactly! The pagan population on campus consists of...me. On an island of 45k people, I know of fewer than 20 pagans, total, including myself.

6 years after I graduated high school, a year into my exploration of paganism and witchcraft, I've finally made the transfer from junior college to a 4-year university and am living on campus. Much of my practice has been very ritualized in nature, so I'm used to having access to ritual tools such as candles, incense, and my athame. I'm used to being able to pour a libation if I feel the need to. Here, however, if I'm caught with anything that burns, cuts, or intoxicates, I'll be kicked out of the dorm. I've asked the housing supervisor for accommodation based on my religious practice, but I was told that the rules apply equally to everyone (the crowd that hides behind the building to indulge in illegal drug use notwithstanding, apparently). So my question is, are there acceptable substitutes, particularly for the incense and candles? Or do I need to hold off on any kind of ritual practice until I can afford to move off campus?

Flameless diffusers for incense,  often in a gel or a wax type of stuff or the reed diffusers as well would work IMO
LED lights or glow sticks for candles
There are wooden "Athames" as well or skip the Athame and use a wand.... I even have an old wooden citrus juicer that I thought about using at one point.... its  wooden Or just use a crystal point.

I'll agree that you can do it by visualization.  But its nice to have options....  though tool free is a nice challenge in and of itself!

You could always start your own group with those people. Of course, you run the risk of inviting fluffy bunny wannabe witches into it (and letting them eventually run your group—true story here on my campus), but it's always worth a shot. And I'm sure that the twenty of you together could easily come up with a few ideas for candle and incense substitutes, as well as ideas for on-campus rituals you could do.

I'm not sure that completely invalidates the advice, though.  Is there any possibility of your doing anything with the people in the outside community, even if they're no on campus as such?  Even just a social meet-and-greet type thing where you could bounce ideas off of each other might help, if their particular brand of paganism is too different from yours to allow group religious practice.
