Am I mistaken or is Dean arguing for an increase in fundamentalism among teen aged Christians?

No. Just more in-depth training and instilling more engagement in the religious bodies' beliefs. 

For example get say UU kids to understand, in core religious terms, why the UUA supports various social / political positions.

Also that involvement in their local church needs to be more than being bored in weekly Sunday school.
