That's pretty much why all local governments ignore USSC decisions. Government officials want to please the local voters and they know that they will not be punished for knowing passing/enforcing unconstitutional laws. If we would start severely punishing elected and appointed officials who violate US and/or their state constitutions, there would be less of it. Penalties should be at least equal to those for selling crack.
I can see your point, but then there would be the problem of proving that they Knowingly violate US and/or state constitution.
Yes, I know that ignorance of the the law is no protection for those who violate it. But lets face it, so many of our local government officals are just plain ignorant in many areas of life. To understand what the various constitutions say they would not only be require to be able to read, and read, but actually understand what they read.
