Yup.  The kind I've tried (made by Bernat) is kind of underwhelming in the glow department.  But it'd be cool in something that large.

Some of the bits looked to me like corking.  That, though, could be because I did a bit of corking as a kid, but have never knit.

It's i-cord when you do it on needles.  Very handy for all kinds of things.
