That's from our western rationalist point of view.  For the psychologically imbalanced terrorist, as long as they are alive, they are victorious.  If they die, they go to Paradise.  They set the "rules" so it is impossible (from their POV) for their victims to win.  This is so very tempting for the desperately poor who will give anything for a tiny moment of illusory power - and some cash for their families.

I'm not so sure. Their leaders, at least, seem to have real world political goals.
