That's a reasonable conclusion, even when looking at ancient sources (which were not always... kind.. in their descriptions). Hecate is often described as arriving with hounds, or howls being heard in Her presence.

And for what it's worth, that's how I see it. And IME, having the dogs about while singing prayers or offering libations doesn't seem to bother Her one bit.
