It might not, but none of the modified gravity theories match reality as well as the dark matter theory.

I wonder, could it be a bit of both theories?  I'm not totally sure on the gravity change concept, though.  I was always under the impression gravity didn't change at all.

It possible (but unlikely) that it could be some of both, I suppose. As for gravity changing, you are right, according to currently accepted theory, it does not change.

I was thinking .....

If you take the rubber sheet model of Relativistic Gravity a little more literally than usual, as you add mass to the model, the rubber sheet stretches out and loses a bit of its strength ....

What would happen if space had the same property?

It might (err, probably would) have an effect on gravity, but I'm not sure that the effect of such a weakening of spacetime from a concentration of mass would duplicate the observed effects attributed to dark matter.  However, I'm curious enough to try to run a search on papers to see if anything like this has been proposed.
