Why doesn't devination work on lottery numbers? Obviously if it did we would all be rolling in dough by now.
Randall pretty much gave my answer, but to expand on it a bit - divination, or tarot anyway, since that's what I'm familiar with, predicts the future of paths already started. I almost always phrase predictions as 'if you continue the path you are on, this will most likely happen'. Or, 'if the person you are asking about remains the way they are now, they will do this'.
The drawing of lottery tickets, like the spin of a slot machine, are specifically designed 'not' to have a pattern. No path, no prediction, in my experience.
