I heard they were originally going to be manufactured in China. However the first bills were recalled due to toxic ink.  There is now talk now of outsourcing the mint (to India) for better oversite.  Halliburton recently put in a bid for construction of the new mint. The new bills will now cost $5.oo each to manufacture.
