I've never heard of him. Can he be found at Borders or Barnes and Noble?

I'd say try searching Borders and the B+N website.

You can also buy it from this website: http://www.lilithslantern.com/bookstore.htm Which lists several of Victor's and Cora's books.

Victor and Cora Anderson were the creators (I guess that would be the correct term?) of Feri.
